Ad-Hoc Committee on Trade Impediments Consensus was obtained at the meeting of the committee on May 4, 2002, to continue operating as an Ad-Hoc basis but with an expanded mandate to cover all trade impediments issues. The committee would operate under a different name, "Ad-Hoc Committee on Trade Impediments," and would cover the subversion and misuse of trade remedies such as Anti-Dumping, countervailing duties, and safeguards. The committee will also look at the underlying issues in the grey areas of non-tariff barriers. It would also continue to monitor and report on the progress of negotiations at the WTO as well as other issues as required. The committee will develop priority objectives for its work plan in the next few weeks. The committee will be very active between the time of the IGM and the MTM and during this time will serve as a critical link to provide background advice and direction to the IS and the Board Chairman on matters of policy, especially when public statement need to be issued by PBEC. The committee has among its members an impressive level of expertise. These resources are a very tangible asset for the organization and can be mobilized on a short notice to help increase PBEC public profile as well as its active participation on policy development. Members will be encouraged to identify issues in their economies and to communicate them to the committee to enrich our understanding of such complex matters and as a means of better monitoring the evolution of trends and issues over time. Activities: At the 2001 Mid-term Meeting in Shanghai, China, the PBEC Board of Directors passed "Recommendations on Anti-Dumping," following the working committee's efforts to identify the extent of the problem of using anti-dumping regulations as protectionist measures and to develop a set of recommendations containing principled and appropriate solutions to the present situation. Also available are the Agenda, Attendee List, Minutes, and the Meeting Summary from the Working Committee meeting during the 2001 IGM in Tokyo, Japan.
