Sylvia Palmer
Manager, Programs

Sylvia Palmer is the Programs Manager for the for the Pacific Basin Economic Council (PBEC), and is responsible for coordinating all aspects of PBEC's annual International General Meeting and Mid-term Meeting as well as other conferences and special events.

Previously, Ms. Palmer served as the Manager of Administration, and oversaw the organization's budget processes, including the preparation, development, and administration of budgetary policy and procedures, reviewing results and providing recommendations to management.

She began her career with the Department of Defense as a training manager and quality control facilitator where she was named Training Manager of the Year; and with Pacific Bell Telecommunications as a fraud and quality control facilitator where she was one of the recipients of the People of Total Quality Award. Additionally, she oversaw the consumer promotions department with NCH NuWorld, formally a division of Ralston Purina, where some of her clients included Blockbuster Entertainment, Brown & Williams Tobacco Company, Colgate Palmolive, Purina Breeders Programs, and Thorn Americas (Rent-A-Center).

She is a business graduate of the University of Maryland at College Park with an Associate in Education and Training and another in Information Systems, and is currently completing her Masters in Public Administration.
