Andrew Weir

He is the current Chairman of Pacific Basin Economic Council since 2018 and of Plan International and Deputy Chairman of UNESCAP on Financial Services. He is a director of Asia Pacific Real Estate Association, ANREV, and Community Business.

He was appointed by the Hong Kong SAR Government as the Financial Services Development Council (FSDC) director, chairs its Governance Committee, and sits on the FSDC Policy Research Committee.

Mr Weir is a Fellow of the Institute of Chartered Accountants in England and Wales and the Hong Kong Institute of Certified Public Accountants. He is also a Fellow and Council Member of the Institute of Directors and is a regular speaker at forums, universities, and business schools on governance and business issues.

Mr. Weir was the Regional Senior Partner of KPMG in Hong Kong SAR and Vice Chairman of KPMG China up until his retirement on 30th September 2024. He has over 30 years of experience servicing listed companies, public bodies, investment funds, and MNCs in Hong Kong SAR, the Chinese Mainland, Asia, and internationally. He has a keen interest in corporate governance, board leadership, and business in the community and leads the quarterly KPMG Independent Non-Executive Directors Forum.

Mr Weir held several senior national, global, and regional roles whilst with KPMG. He was the Global Chairman of Asset Management and Real Estate and ASPAC Chairman of Infrastructure, Government, and Healthcare, including the real estate, hospitality, and transport sectors. Mr Weir also sat on the Global Client Advisory Board and was the Chair of the Audit Management Board. He was on the global leadership team of KPMG’s Belt & Road Centre of Excellence and chaired the UK-China corridor leading efforts to establish greater linkages between Chinese, UK, and International business and investment partners. Mr Weir was also the Head of Capital Markets at KPMG China and Asset Management in the Asia Pacific previously.

Mr Weir was appointed by the Hong Kong SAR Government as a council member of the Hong Kong Trade Development Council (HKTDC) and to sit on the Greater Bay Belt and Road Committee and chair the Global Belt and Road Forum until stepping down after the latest one took place in 2024. He previously chaired the Hong Kong Stock Exchange Listing Committee, sits on the advisory panels of the Securities Institute and Hong Kong Investor Relations Association, and is Vice-Chair of the ICAEW Hong Kong Committee. He was previously Chairman of the British Chamber of Commerce in Hong Kong SAR and of the Community Business Leadership Council as well as a member of the International Business Council.

Mr Weir was made an MBE in the Queen’s Birthday Honours List 2017 for his contribution to trade and investment links between Hong Kong SAR, the Chinese Mainland, and the UK and was awarded Director of the Year by the Institute of Directors for his services to the NGO sector. He is a Justice of the Peace and was awarded the Bronze Bauhinia Star by the HK SAR Chief Executive the Rt.Hon John Lee in 2024.

He has an honours degree in Economics and a Masters in Economic Development.
